Our Roots Run Deep
Ta Tupu Foundation wasn’t born in a boardroom—it grew from the unshakable resilience of Pacific communities.
From Struggle to Strength
For over 70 years, Pacific migrants have journeyed to Aotearoa chasing opportunity, only to face the same harsh truth as tangata whenua: systems built to keep us at the bottom. We dominate every negative
Statistic: health, housing, Education, yet persist.
Conceived out of community leaders need to put a stake in the ground, it took five years to finally bring the Trust into existence.
2020: A Phoenix Moment
When COVID hit, Pacific leaders refused to watch our people fall through the cracks. The Pacific Leadership Forum, a coalition of the willing, transformed decades of struggle into action. Incorporated during lockdown, Ta Tupu became our beacon against systemic failure.
Why "Ta Tupu"?
Because we know how to grow, even when cut down. Like saplings pushing through concrete, we rise. Not through handouts, but through the collective power of our communities determining their own futures.

A seasoned public sector professional, he served at the Ministry of Pacific Island Affairs (1996-2001) and the Ministry of Health’s Disability Services Directorate (2002-2007). For nearly two decades, he has also been a driving force in the NGO sector, championing equity, health, and wellbeing for Pacific communities.
Currently, as the Pacific Equity Lead for the WISE Group, he provides strategic guidance to CE’s and teams at Le Va and Te Pou in delivering impactful programmes. His leadership extends globally as the Pacific Lead for the Global Leadership Exchange, partnering with the Pacific Behavioural Health Collaborating Council (PBHCC) to strengthen mental health initiatives across, Aotearoa, the Pacific and the US Pacific Territories.
A trusted and sought-after advisor, Manase serves on multiple NGO boards and is a member of the Pacific Leadership Forum. He leverages cultural knowledge and professional expertise to shape policies and strategies for community advancement.
Beyond his professional work, he is a devoted husband and father of four, calling South Auckland home.

A Management Consultant and co-owner of a boutique management consultancy, he brings 30+ years of experience and leadership in economic and community development across:
•Central & Local Government – Policy, strategy, and major project roles.
•Private Sector – Advisory and economic development initiatives.
•NGOs & Not-for-Profits – Grassroots community empowerment.
Leadership & Service:
•Co-Chair of Ta Tupu Foundation Trust & Samoa Trade and Investment Council.
•Former Presiding Member, Marcellin College School Board.
•Key contributor to Pacific COVID-19 response, Samoa Tsunami Relief, NZ Samoa Heart Surgery in Samoa, Pasifika Festival, and more.
His taula (anchor) is his wife and three kids and bonds with his immediate and extended families on all sides.
Favourite Samoan cultural expression: “Seu le manu ae taga’i i le galu” – "Focus on your goals, but be aware of the world around you."
Tupu & Ora: Our Pacific Approach to Thriving
The name Ta Tupu was gifted by the Pacific Leadership Forum, representing nine Pacific nations. It carries the profound wisdom of our ancestors:
- Tupu(Samoan/Tongan: to grow)
- Ora(Kuki Airani: life, vitality)
Together, they embody the Pacific way of resilient growth like a tree that regenerates after being cut, just as our ancestors adapted across oceans and generations.
This approach honours:
- Vā (Relational Space) Our interconnected past, present, and future
- Place & Culture Thriving as Pacific peoples, not despite our identity but because of it.
“Tupu ma Ora” means both “grow and thrive” (action) and “growing and thriving” (ongoing journey). It’s how we rise rooted in legacy, branching toward tomorrow.
